出现这类问题时，可能是pip下载网络问题，选择指定 国内受信镜像 安装

方法一：

pip install matplotlib-i /simple --trusted-host

-i 后指定 镜像

方法二：

配置文件，一劳永逸，调用国内源下载

国内的pip源，如下：
