保障一切散居少数民族成分的民族平等权利中国共产党和中央人民政府民族政策的重要组成部分。在中国，各少数民族除有一定聚居区外，有的民族还有一部分甚至大部分散居在全国各地。中华人民共和国成立前，他们长期忍受着民族压迫和民族歧视。有的为了谋求生存，故意隐瞒其民族成分。在社会主义制度下，剥削阶级被消灭,产生民族压迫的根源已不存在,由于散居的少数民族成分长期和汉族居民生活在一起，在当地人口中所占比例又很小，其民族平等权利往往被忽视。而随着社会主义建设事业的发展，民族散居的现象将越来越普遍，因此，切实保障一切散居少数民族成分的民族平等权利，对贯彻执行民族政策具有十分重要的意义。为了保障散居少数民族成分的民族平等权利，1952年2月,中央人民政府政务院发出了《关于保障一切散居的少数民族成分享有民族平等权利的决定》，对一切散居的少数民族的言论、出版、集会、结社、游行、示威的自由，选举权和被选举权，使用本民族语言文字，保持或改革其风俗习惯、生活方式和宗教信仰，参加各种人民团体和各种职业等权利，均予以法律保障。一切散居的少数民族成分如遭受民族歧视、压迫或侮辱，有向人民政府控诉的权利。各级人民政府对此种控告须负责予以处理；对于歧视、压迫或侮辱行为严重者，应依法予以惩治。一切散居的少数民族成分，在享受民族平等权利遇到困难无法解决时，可提请当地人民政府予以适当帮助。1979年中华人民共和国国家民族事务委员会重申，必须认真做好散居少数民族工作，切实保障他们的民族平等权利。散居少数民族除了享有宪法规定的公民各项权利和义务以及民族平等权利之外，在地方各级人民代表大会和政府中，都有适当名额的少数民族代表和干部参加。为了保障散居少数民族都有适当名额的代表参加所在地区人民代表大会，《中华人民共和国全国人民代表大会和地方各级人民代表大会选举法》规定："散居的少数民族应选当地人民代表大会的代表，每一代表所代表的人口数可以少于当地人民代表大会每一代表所代表的人口数。"根据《中华人民共和国宪法》的规定，在凡是相当于乡的少数民族聚居区，应当建立民族乡，依照法律规定的权限采取适合民族特点的具体措施。中国共产党和人民政府还从散居少数民族的实际出发，大力帮助散居少数民族培养本民族出身的干部和各种专业技术人才；在招工、征兵和招收各种工作人员时，对散居少数民族给予适当的照顾；扶持和发展散居少数民族的林、 牧、渔业和传统的工艺品生产； 帮助散居少数民族办好民族中小学、民族师范学校和各类职业学校；尊重散居少数民族的风俗习惯，尽可能满足他们生产、生活上的特殊需要；对他们的节日所需物资的供应也给予适当照顾。保障一切散居少数民族平等权利政策的实施，有力地促进了散居地区各族人民平等、团结、互助的社会主义民族关系的巩固和发展，调动了少数民族人民建设社会主义祖国的积极性。
