合作医疗在中国农村，农民群众依靠集体力量，在自愿和互助互济原则下建立起来的一种社会主义性质的医疗制度。合作医疗制度在50年代就开始建立。1979年中华人民共和国卫生部、农业部、财政部、国家医药管理总局、全国供销合作社联合发布了《农村合作医疗章程（试行草案）》。合作医疗发挥了集体农民之间互助互济的作用，对于保护农业劳动力，促进农业生产，建设社会主义精神文明，起着重要的作用。农村合作医疗的基本特点是：农民个人和农村集体经济在一定范围内共同筹集合作医疗基金；参加合作医疗的农民，患病时所需的医疗费用，由合作医疗基金组织和个人按一定比例共同负担。由于各地农业生产状况和农民收入水平的差异，实行农业生产责任制的形式不同，合作医疗制度在合作范围、集资途径与方式、享受医疗待遇的范围与标准等方面，也存在多种形式。从享受医疗待遇来看，有合作预防不合作医疗,合作医疗不合作药物供给,也有预防、医疗、药物全合作等形式;从集资途径与管理体制来看,有村办、村办乡管、乡村联办和乡办等形式。这些适应不同经济条件、群众意愿和管理水平的多种形式，有利于合作医疗制度的推广。为了巩固和发展农村合作医疗制度，除了从根本上加速农村经济的发展，提高农民的经济收入和文化水平，加强和完善合作医疗基金管理制度外，还要加强农村基层卫生机构的建设。要在国家帮助下，独立核算，自负盈亏，民主管理，加强农村不脱产卫生队伍的建设，解决好乡村医生的培训和劳动报酬等问题。
