地下空间的开发和利用地壳表层中洞穴（包括天然溶洞和人工洞室）和空隙经过适当的兴建或改造，用于生活、生产、交通、防灾、战争防护和环境保护等方面的开发和利用。20世纪70年代中期以来，地下空间已被人们视作一种自然资源。这方面的研究，涉及到国家政策、投资效益、战略方针以及工程技术、工艺学、地质学、环境科学和心理学等领域。沿革 人类开发和利用地下空间已经有悠久的历史(见隧道及地下工程)。中国在地下储粮已有5000多年的历史。敦煌、云岗、龙门三大石窟群也是中国古代杰出的地下工程。公元前8世纪到前5世纪，中国的铜矿矿井就有竖井和斜井,深达40米以上。公元12世纪后,欧洲工业逐步发展起来，也挖掘了不少矿井和巷道。1825年英国建成了世界上第一条铁路线后，全世界范围内开始修建铁路隧道。进入20世纪，人们开辟了地下空间利用的新领域。修建了地下水电站、地下储油库，以及在地下储存液化天然气等。随后逐步有计划地将废旧矿坑、矿井、隧道和大型下水道等改建成地下飞机工厂、兵工厂、军械仓库等。30年代初，日本首先在地下铁道出入口的通道两侧设置商店，随后开始兴建地下商业街。40年代初，瑞典在岩石中建成了世界上第一座地下污水处理厂，并首次利用地下岩石水封洞库储存石油。第二次世界大战期间，参战国的地面工厂和民用建筑都遭到了很大破坏，而构筑在隧道、溶洞和矿井内的地下工厂、仓库、军事设施等，则安然无恙。战后，许多国家都有步骤地把一些重要的工业和军事工程转入地下，并在城市中大量构筑平时和战时两用的地下民防工程。70年代以来，随着现代科学技术和工业的发展，地下空间的利用逐步转到保护地面环境、节省能源、解决城市交通等方面。优缺点 地下空间和地面建筑内部空间相比具有许多优越性：①恒温，能较好地绝热和蓄热；②抗震性能强；③隐蔽性好，能经受和抗御武器的破坏；④气密性、遮蔽性、隔声性均良好，并能收到保护环境的效果；⑤具有良好的地下水保持性；⑥节约用地；⑦空间开挖有很大的灵活性；⑧可综合利用。地下空间内部有见不到阳光、温差小、湿度大、空间封闭压抑、空气不易流通、人员活动不自在、环境噪声级增强、微生物繁殖快等缺点，已引起人们的日益关注，并在进行研究解决，以使人们在其内部能更好地生产和生活。展望 地下空间作为一种新的资源进行开发和利用，是当今一些国家的发展趋势。主要标志是：①大力发展城市地下交通、平时和战时两用的地下公共建筑、节约能源的中小型地下太阳能住宅、多功能地下室；②能源的地下储存；③高放射性核废料和工业垃圾的地下封存；④地下溶洞风景资源的再开发；⑤防灾和供战争防护用的地下建筑（包括防止自然灾害和人为灾害的地下工程、军事工程和人防工程等）的普及。
