农村中小学现代远程教育工程是指为促进城乡优质教育资源共享，提高农村教育质量和效益，从起开展的以信息技术为手段，采取教学光盘播放点、卫星教学收视点、计算机教室等三种模式将优质教育资源传输到农村的教学方法试点工程。争取用四年左右的时间，使全国约11万个农村小学教学点具备教学光盘播放设备和成套教学光盘，在全国38.4万所农村小学初步建成卫星教学收视点，在全国3.75万所农村初中基本建成计算机教室。工程投入由省级政府统筹安排，国家根据不同区域经济社会发展情况予以适当补助。《国务院关于进一步加强农村教育工作的决定》提出：实施农村中小学现代远程教育工程,要按照“总体规划、先行试点、重点突破、分步实施”的原则推进。从开始，中央从本级财政和国债资金中安排了13.44亿元用于中西部农村中小学现代远程教育试点工作，采取地方负责、所需经费由中央根据不同区域经济社会发展情况予以适当补助的办法。尤其是西部试点地区以中央投入为主，地方投入为辅，中央专项资金占到了试点地区总经费的三分之二。争取用五年左右的时间，在农村小学教学点基本配备教学光盘播放系统（约11万个），在农村小学基本建设卫星教学收视点（约38万所），在农村初中建设计算机教室（约4万所），以缓解西部地区农村中小学教育资源短缺和师资不足，促进师资水平和教学质量提高。
